The Higher Education Authority is a statutory body established by the Higher Education Act No. 4 of 2013. The mandate of the Authority is to regulate and monitor standards in Higher Education Institutions (HEIs) in order to ensure quality services and contribute to the enhancement of human capital and accelerated national development.

The Higher Education Authority Procurement and Supplies Unit is mandated to undertake procurement, storage and distribution of goods, works and services in order to facilitate efficient functioning of the Authority.

In order to effectively carry out its mandate, the Higher Education Authority carries out Procurement and Supplies Management functions in an efficient and effective manner.

In view of this, the Authority saw the need for this training which is being rolled out to all Procuring Entities (PE’s) across the Country by the Zambia Public Procurement Authority, in order to enhance transparency and accountability in the management public funds.

The Procurement and Supplies Unit of the Higher Education Authority (HEA) engaged the Zambia Public Procurement Authority (ZPPA) to conduct a 5-day training workshop on the Electronic Government Procurement System from 30th September to 4th October 2019, and officially launched the use of the e-GP system on all tenders conducted by the Authority.

The Participants included the Director General of the Higher Education Authority, Professor Stephen Simukanga; Director - Quality Assurance, Dr. Vitalicy Chifwepa; Manager - Standards, Research and Institutional Audits, Dr. Orleans Mfune; Manager, Programme Accreditation – Mrs. Elizabeth N. Hamvumba; Manager Finance – Mr Ronald Chulu, The Head-Procurement and Supplies Unit, Mr. Thomas Monde; Procurement and Supplies Assistant, Mr. Christopher Imakando; The Accountant, Mrs. Patricia Bwalya, the Accounts Assistant, Mr Joseph Munachonga and the Senior IT Officer Mr. Francis Kawesha.

The Facilitators included 3 staff from ZPPA which were Ms. Taonga Tina Manda, Ms. Patricia Sitwala and Mr. Moono Albert Bwalya.

The 5 day training was successfully concluded with the preparation of the live tender on the e-GP System and the presentation of the Certificates to participants by the Acting Director General of the ZPPA, Mrs. Idah Chileshe Chela, and the Manager Electronic Government Procurement System Ms. Katongo Ethel Nunkwe.
