Manager – Standards, Research and Institutional Audits (1)

JOB PURPOSE 

To manage the development and implementation of standards, registration and auditing in order to ensure that Higher Education Institutions meet set standards.

KEY RESPONSIBILITIES

a) Manages effectively the development and implementation of policies and programmes in order to provide guidance in the operations of Higher Education Institutions.
b) Manages timely the development and implementation of standards in order to guide the process of registration and accreditation.
c) Manages timely the registration of Higher Education Institutions in order to facilitate operations in conformity with regulatory conditions.
d) Manages regularly the auditing of Higher Education Institutions in order to ensure conformity to set standards.
e) Manages regularly, surveillance and inspections of Higher Education Institutions in order to ensure compliance with minimum criteria for operations
f) Manages periodically the conduct of research on topical and emerging issues in higher education in order to inform decision making in the regulation of higher education
g) Monitors and evaluates periodically, the implementation of departmental programmes in order to assess the impact of service delivery and provide appropriate intervention measures.
h) Coordinates periodically the preparation and publication of state of higher education report, list of registered and established Higher Education Institutions and other reports to facilitate decision making and inform the public.
i) Coordinates timely preparation of the Section budget in order to facilitate acquisition of resources of the Section.
j) Manages timely development of work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.
k) Manages effectively staff and other resources of the Section in order to facilitate the attainment of the department’s objectives.

ACADEMIC QUALIFICATIONS

a) Full Form V/Grade 12 Certificate or equivalent
b) Bachelor’s Degree in Science, Technology or a Social Science discipline earned from a recognised Higher Education Institution.

MINIMUM RELEVANT PRE-JOB EXPERIENCE

Six (6) years relevant experience, two (2) of which must be at middle management level in university administration, consultancy or research.

Senior Standards & Research Officer (1)

JOB PURPOSE 

To undertake the accreditation and auditing of Learning Programmes in Higher Education Institutions in order to ensure that Learning Programmes meet set standards.

a) Undertakes periodically, the development and implementation of policies and programmes in order to provide guidance in the accreditation of Learning Programmes.
b) Processes timely, the documentation for accreditation in order to facilitate accreditation of Learning Programmes
c) Facilitates periodically, the monitoring and evaluation of Learning Programmes in order to ensure conformity to set standards.
d) Undertakes periodically, the conduct of research on quality assurance of Learning Programmes in order to inform decision making.

JOB PURPOSE 

To undertake procurement, storage and distribution of goods, works and services in order to facilitate efficient functioning of the Authority.

KEY RESPONSIBILITIES

a) Prepares timely, procurement plan for the Authority in order to guide the procurement of good and services
b) Registers and maintains effectively, an up-to-date supplier register in order to establish a reliable supplier base.
c) Undertakes effectively the provision of secretarial services to the Authority’s Procurement Committee to facilitate decision making.

Driver (1)

JOB PURPOSE 

To drive the Authority’s vehicles in order to facilitate mobility of officers, materials and equipment.

KEY RESPONSIBILITIES

a) Drives safely and regularly, the officers on official Authority business in order to facilitate attendance to national duties
b) Completes timely, log books in order to enhance accountability
c) Prepares timely, accident reports in order to facilitate decision making
d) Undertakes timely, delivery of mail and correspondences in order to facilitate operations
e) Undertakes regularly, basic vehicle inspection in order to ascertain road worthiness
f) Ensures that the vehicle is parked in designated places in order to guarantee the safety of the vehicle
