Meet The Man in charge of the HEA’s Finance and Administration

Mr. Ronald Chulu joined the Higher Education Authority on 1st July, 2017, and is the man behind Financial Management and Administration of the Authority as its Manager: Finance and Administration. His job entails ensuring that the Authority has the necessary financial and administrative resources to carry out its mandate of registering private Higher Education Institutions #HEIs, accreditation of learning programmes for both public and private HEIs, as well as Audits and Inspections of HEIs.

“Effective budgeting, revenue management, cash flow forecasting, judicious expenditure management and financial reporting are at the centre of my daily activities,” he adds, smiling, giving the sense of confidence that numbers are his forte.

Mr. Chulu is a Chartered Certified Accountant who has worked in the public service for over twenty (20) years. He started his career in the then Ministry of Agriculture, Food & Fisheries before he was transferred to the Ministry of Health where he served at Chainama College of Health Sciences and, later, at Chainama Hills College Hospital. Thereafter, he was transferred to the then Ministry of Local Government & Housing.

With a Bachelor’s Degree in Accounting and a Master’s Degree in Finance, including professional qualification in Accounting from the Association of Chartered Certified Accountants (ACCA) and his being a fellow of the Zambia Institute of Chartered Accountants (ZICA), including his being an Honorary Finance Officer of the Africa Network of Clinical Practitioners (ANCP), a professional body of Clinical Practitioners in Africa, Mr. Chulu’s professional finesse and gravitas he brings to the Authority is well earned and much admired.

Mr. Chulu spends his free time with his family and is also a passionate lover of wildlife and performing arts as he spends most of his free time at the Lusaka Play House watching the local theatre.
